In 1977 I was given what appears to be (by the description) a commemorative plate from a family in Altoona PA. It also has two numbers on the back, 15 and 19. What is the significance?

Is there a current value for this plate? I know my late husband was invited to this event because his deceased wife’s uncle had married Anna Roosevelt. I have the original one handed out at hershey. I also have a sterling silver picture frame with wedding photo, retouched of Anna Roosevelt Dall and Curtis Dall.
