Meissen or Dresden?

Hi! Can anyone identify this for me, please? There is an incised mark, and a gold stamping over something that is in blue. It's also signed, but I'm not able to identify the artist. Thanks in advance!

It's not Meissen, but could be greenware made by any number of French or German companies. the greenware mark is likely under the blob on the bottom.

I know its one year or so late but I recently had some figurines that had a similar leaf on the base, albeit skinnier due to the size of the base and they were from the Oldest Volkstedt company (Aelteste Volkstedter Porzellanmanufaktur). It may be their mark that is obscured.
