Tiny Hedgehog - Steiff? or not?

I have a little rubber Hedgehog, dressed as a monk. I have seen other similar critters online with tags that say "Peter" but I also see a lot of sellers describing these as Steiff. He does look a lot like the Steiff hedgehogs. Can you clear this up for me? Thanks!
