Unusual Ivory Piece - Possibly Victorian?

I was hoping someone could help shed some light on what the purpose of this ivory piece is and possibly when it would be from. The center is a rose and it is set into a track that is part of the elephants. This allows the row of elephants to spin freely around the rose. It is about 2 inches across. I was thinking maybe it was a toy, but I have my doubts about that due to the size. Hopefully someone can help me with this. Thank you in advance for any help.

It's hard to say how old these things are without some sort of provenance or markings. These tend to be "Doodles", like worry beads or stones they are something to play with to take you attention away from what ever is bothering you or boredom.
