Ivory piece that I cannot identify

I purchased this piece of ivory but I cannot for the life of me figure out exactly what it's purpose is. At first I thought is was a pestle, but I have my doubts because of how thin they turned it. Could it be a wax stamp and just be missing the metal? It is about 5" tall and 1.25" at it's widest point. Any help would be appreciated.

It looks like some kind of stamp missing the stamp to me. The other thing that comes to mind is material for a seal. The characters would be carved in the bottom. The shape is not traditional for such a use though.
