This is a Presidential Army Appointment from 1899 signed by President William McKinley, Secretary of War, R. A. Alger, and Adjutant General, H.C. Corbin. The certificate is framed in a period ornate gold gilt frame with glass, and measures 19 1/2 inches wide x 15 1/2 inches tall. This military certificate is appointing James R. Rash to the position of First Lieutenant in the 29th Infantry, United States Volunteers during the Spanish-American War. The certificate reads : "THE PRESIDENT OF THE UNITED STATES OF AMERICA, To all who shall see these Presents Greeting: Know Ye, That reposing special trust and confidence in the patriotism, valor, fidelity, and abilities of James R. Rash, I do appoint him First Lieutenant in the Twenty-ninth regiment of Infantry, United States Volunteers in the service of the United States : to rank as such from the 5th day of July, eighteen hundred and ninety nine. He is tfore carefully and diligently to discharge the duty of First Lieutenant by doing and performing all manner of things tunto belonging. AND I do strictly charge and require all Officers and Soldiers under his command to be obedient to his orders as First Lieutenant. And he is to observe and follow such orders and directions from time to time as he shall receive from me, or the future President of the United States of America, or the General or other superior Officers set over him according to the rules and discipline of War. This Commission to continue in force during the pleasure of the President of the United States for the time being. Given under my hand at the city of Washington, this nineteenth day of July in the year of our Lord, one thousand eight hundred and ninety nine, and in the one hundred and twenty-fourth year of the Independence of the United States. By the President WILLIAM McKINLEY, Secretary of War R.A. ALGER." The certificate is signed in the lower right by President McKinley, is also signed in the lower center by Secretary of War, R.A. Alger, and signed in the top left corner by Adjutant General, H.C. CORBIN. This certificate will come with provenance : the military records, copies of pictures of Captain Rash and the 29th infantry, a personal history and the obituary for James R. Rash. Condition of this certificate is excellent, some discoloration and foxing. A good strong signature of President McKinley with a light smear. The corners of the gold gilt frame are broken and chipped. First Lieutenant James R. Rash was an Aide-de-Camp to General Frederick Grant, son of Civil War General, U.S. Grant, and General Frederick Grant is in one of the photos which will be included with the Presidential Appointment, (see pictures for details).
