1904 Souvenier World's Fair Shaker Ruby Stain EAPG

This is a combination shaker with a ruby stain from the 1904 St. Louis World's Fair. It is labeled World's Fair 1904, and on the other side, Mother.

It has one small chip on the clear part of the base (which was not noticeable until I examined it minutely) and the shaker top has a split in the threads, and is slightly rusty. It could be cleaned with steel wool to a nice, bright shine. I don't understand how it works, and possibly it needs to be disassembled and lubricated to work the way it is supposed to. The ruby stain part seems to be in good condition-no scratches that go through the stain. It does have marks from being picked up throughout the last 100 years, of course, but no scratches.
