1904 Worlds Fair UNIFORM PIN - Watch / Police Whistle?

This is a beautiful enameled pin from the 1904 St Louis Worlds Fair. It has a script LPE for Louisiana Purchase Exposition. I acquired this from an estate and it was stored along with a set of uniform buttons from the Fair (check my other auctions for a pair of the buttons). The pin is about 1 1/8” tall and 1” wide. It is slightly curved. Has a simple C clasp on the back and a hook. The hook is the same as seen on watch pins for pocket watches. Perhaps it was used for a lanyard with whistle? If you are familiar with it intended use, please let me know. The back of the pin is marked PAT MAY 5, 190 ? (The last number is not legible). No maker’s mark. The pin is in excellent, beautiful condition. No missing enamel. T is a little black speck in the P that looks like it was made that way. T is a tiny scratch on the enamel on the P also. It looks like a crack in the photo, but under magnification it shows as a scratch. This is an extraordinary and rare little piece to add to a collection.
