Written by Sir Joseph Pope, KCMG CVO ISO (August 16, 1854 - December 2, 1926). Pope was a Canadian public servant. He was Private Secretary to Sir John A. Macdonald from 1882 to 1891 and Assistant Clerk to the Privy Council & Under Secretary of State for Canada from 1896 to 1926.The frontispiece is a copy of a letter that was received in response to the question about official flags (question on page 16).
