W IT ALL STARTED.. 1999 U.S. MINT SILVER PROOF STATE QUARTER SET Inaugural year of the U.S. Mint State Quarter Program was 1999. Congress authorized the mintage of Five SILVER PROOF State Quarters per year in the order in which they were admitted to this Union and granted statehood. By Congressional edic, each silver proof quarter would weigh 6.25 grams of 90% Silver content. The Mint's inexperience in this area would result in this year being the Mint's LOWEST production mintage of only 804,565 sets!
