MS 69 means that it next to perfect and EARLY RELEASE means that it was issued from the mint during the first 30 Day's of ISSUE ! Only the coins released during the first 30 day's can get this very LIMITED lable and those coins are very few in comparison to the total that have been released since the start of 2010.
