Antique Boy Clown Head Blown Glass Ornament ~ Germany

Offered for auction is this old, boy clown head ornament that I believe was made in Germany. Some people have called this a prince but according to my reference book it is a boy clown.
At one time this ornament had a painted skin tone face as you can see remnants of that but especially under his chin. The gold hat and ruffle under his chin sparkle in the sunlight when you tip it just right. I hadn't noticed it before but as I was checking it over to list and the sun brought out all this sparkle almost glitter look in the paint. I'm no expert on these ornaments and I'm not sure if the sparkle is in the paint or coming from inside the ornament. I'm leaning toward the fact that it's in the paint. I'm thinking that this may have been hand blown into a mold. The top shows that the glass for this ornament is paper thin and the top does have slight damage. On the back of the ornament you'll see a drip line from the gold going onto the back of his head which makes sense because I understand they let the main colors dry upside down before painting the faces. T are no cracks or damage other than what I've already stated. I'm unsure of the date of this ornament but I would guess a time range between 1910-1930. A big range but I've not seen a definite date on this type of ornament. The clown head measures 3 in. not including tiny, curved point on the bottom or the narrow glass of the hanger.
