This is rare antique police rattle made in Philadelphia probably in the late 1800's-early 1900's by Philadelphia toolmakers, Bagshaw and Field. The rattle is relatively rare and was manufactured by toolmaker Walter Bagshaw. Bagshaw made tools as early as 1866 and from 1891 to 1931 in his company Bagshaw and Field.
