Antique/Vintage Enamel & Silver Bell Chinese? Figurine

This is one of many items that I packed from my Mom's house and wondered, "What is the story behind this bell?" Unfortunately, t is no one that I can ask. However, it has been around for as long as I can remember. It stands about 4 1/2" tall and is a little over 2" wide at the widest. T are no identifying marks on it anyw that I can find. The inside of the bell is a silver color and metal. The outside is what I would consider enamel, but I am not sure. The form of the bell is a head and perhaps a headdress, and the bell is like a skirt. The top is very colorful and includes blues and greens and coral colored flowers that are on either side of the face. The "skirt" is gold and white. T is a worn place in the enamel in the back that is less than an inch in size. The clapper appears to be a stone ball on a chain.
