Beautifully Decorated Silver Tray by Excelsior

You are looking at a sliver tray that belonged to my Grandmother. I do not know if it is silver plate or silver. It is stamped "Excelsior" on the back with an Eagle and "E. P.-C.". I do not know what this means. I do not know if Excelsior made this or not, w it was made or how old it is. It is fairly heavy at 3 pounds. It measures approx. 20 1/2" across (including handles, 15 3/4" without including handles), x 11 5/8". The handles are approx. 4" x 2". It has a grape motif around the perimeter of the tray and the handles (see photo). The inside design is swirling flowers and leaves (see photo). T is a clear space of approx. 4 1/2 " x 2 1/2" that does not have any design that would be suitable for engraving. I will ship after payment received in PayPal + shipping. Thank you for looking!
