This is an opalescent glass dish or shallow bowl in a canary yellow color. It may be vaseline but I don't have a good black light to test it. I believe the pattern is called "Lady Chippenndale" and it was produced by Greener & Co. of England in the 1880's. It measures about 6 1/2" in length, and about 5" across. It stands up about 1 1/4" high. It has an English registration # on the upper surface of the flat bottom. It is in excellent condition.
