Indian Wars - U.S. Cavalry Horse Hobbles?

These could be U.S. Cavalry issue horse hobbles. They look right and have been kept in good condition. May be from Indian Wars period or Spanish-American War. Definitely late 19th or early 20th Century, could possibily date to World War I.

I found these in Spokane, Washington at a gun show. I have another center metal piece from a pair of dug horse hobbles that make this one look correct. The leather is definitely old and could use some TLC.
