It is particularly worth noting that tourism development on the island of Ireland was initially led by the private sector - with assistance from local authorities. It is still true that, while the public sector can assist and support tourism, it is ultimately the enterprises themselves that make our tourist sector a success. From that first “Irish Tourist Association” formed in the 1890s by Frederick Crossley, the partnership between the tourism sector, Government and State agencies has been central to maximising the benefits and potential of tourism. Even after independence, it was the newly-constituted industry-based “Irish Tourist Association” and the “Ulster Tourist Development Association” that took up the reins of developing our tourism product and promoting it overseas.

The Irish Tourist Association (ITA), which promoted 400 hotels in its first brochure in 1925, marketed the fledgling Irish Free State as a tourist destination.
