one page, legal folio, War Office (Philadelphia) July 10, 1797, addressed to Colonel David Henley, Agent for the Department of War, Knoxville, docketed integral address leaf bearing McHenry`s franking signature and wax seal remnants. Signed James McHenry. McHenry (1753-1816) was a patriot in American Revolution, served on the medical staff Continental Army, was a delegate to the Continental Congress and signer of the Constitution, and Secretary of War (1796-1800).
