This is a pair of bira bira kanzashi ~ elegant fan shape with kamon and sakura (on backside) carve on it.

I bought them for my maiko cosplay; it looks like that new maiko wear these two fan shaped bira-bira-kan with tortoiseshell decorations for their Misidashi event (the First coming out). It is hand created by pure silver, so due to its age it appears little bit black out of its Argentine. However it is well-preserved with its originally packing that even tag's on. It comes from Osaka, maybe for maiko in Osaka? The store name is DAIMARU (大丸), in Japan it is quite famous.

I am not sure whether it is really for maiko san, anyway they are beautiful and so similar to the one that maiko wears. The kamon on its surface is carved, it is the kamon of paulownia. Rarely on its backside, t are curved patterns too and they are kawaii sakura petals with streamy strings. If you are always looking for this kind of fan shape bira-bira-kan, you could find out that it is really rare. It comes with a beautiful wooden box which made by paulownia wood. The quality is so fine that even the edges of this wooden box is painted black.
