EXCERPT - Front Page (Page-1) HEADING: PREMIER PAN ASSUMES OFFICE AND ANNOUNCES HIS CABINETsubheading: PAN FU CABINET GAZETTED -New Ministry Is Coalition of Ankuochun and Anfu PartyPREMIER TAKES OFFICEWang Ying-Tai Promoted To Post of Foreign MinisterOrganization of a new government under Dictator Chang Tso-lin was completed monday when Mr. Pan Fu took up the premiership and about three hours later announced the appointment of his cabinet. Mr Pan assumed office at 2:30pm yesterday at Fu Chabg Tien just behind the Huai Jen Tang in the presidential palace. The inaugural ceremony was marked by extreme simplicity. T was no speech-making by the premier who granted an audience to the chiefs of various bureaux in the cabinet office, and received their congratulations.Submits Names to ChangPremier Pan later called on Dictator Chang at the Shuncheng wangfu and submitted to him a mandate containing the names of new members of his cabinet. The mandate was countersigned by Marshal Chang and issued at about six o'clock in the evening. They bore the numbers 2 to 10 inclusive, on blue license plates.
