ROBINSON (1834-1896) PAINTING OF GEORGE DEXTER ROBINSON & PHOTOGRAPH OF ACCUSED MURDERESS, LIZZIE BORDEN Robinson, George Dexter ( 20 Jan. 1834-22 Feb. 1896), governor of Massachusetts, congressman, and attorney, was born in Lexington, Massachusetts, the son of Charles Robinson and Mary Davis, farmers. His original name was George Washington Robinson, but he changed it in 1855 because it was too similar to someone else's in Lexington. After graduating from Harvard in 1856, he studied at his brother's law practice, moved to Chicopee, Massachusetts, taught and served as principal at the local high school, and was admitted to the bar in 1866. In 1859 he married Hannah E. Stevens; they had one child before Hannah died in 1864. In 1867 he married Susan E. Simonds; they had one child. Throughout his life, Robinson was actively involved in the Unitarian church in Chicopee and in the American Unitarian Association. Robinson's political career began in 1873, when he was elected as a Republican to the General Court of Massachusetts, where he was appointed to the Judiciary Committee. In 1875 voters elevated him to the state senate, where he chaired both the Judiciary Committee and the Committee on Constitutional Amendments. The following year he was elected to the Forty-fifth Congress, and he held his seat during the next three elections. During his congressional career, Robinson served on several committees, including the Committee on Mississippi Levees, the Committee on Expenditures in the Justice Department, the Judiciary Committee, and the Committee on Revision of the Laws. He was well regarded for his regular attendance and his command of parliamentary procedure. While he actively participated in many debates, his speeches regarding a bill for the improvement of the Mississippi River and the Culbertson Court Bill, which limited the jurisdiction of the federal courts, are considered the most noteworthy. In 1883 the Republican State Convention nominated Robinson for governor to run against incumbent Benjamin F. Butler. Following a campaign in which he advocated reform of the spoils system, the hiring of government employees based on political affiliation rather than merit, Robinson defeated Butler 160,092 to 150,228. Robinson defeated opponents William C. Endicott in 1884 (159,345 to 111,829) and Frederick O. Prince in 1885 (112,243 to 90,346). Several reform laws were enacted during Robinson's administrations. In his inaugural address in 1884, he called for an end to the patronage system, and the General Court obliged. The law created a bipartisan Civil Service Commission to establish rules for the selection of state and city government employees.
