This decorative plate was designed by "Gyda Mahlum". I am not an expert, but I have characterized this as hand-painted which it looks and feels like - the surface on front feels and looks like brush-stroke painting. It was hard finding Gyda Mahlum on the web, but she is listed on two sites associated with "Rosewaling", whatever that is: http://arts.state.wi.us/static/folkdir/mueller9.htm and /library_inventory_2006.htm. From this research, I have implied that she is of Norweigan descent, but maybe now living in the US (??). Anyway, a very pretty plate anchored by that metal piece. This has caused a little wear on one side of the bottom V, but not the other and not the top.
