Phoenix Assassination Program CIA Controlled Operation Phoenix Phoenix Program / Phoenix Assassination Program Preceded by the CIA's, ICE-X the Phoenix Program was officially instigated in the early days of the Vietnam War however was only officially named after the Tet Offensive in 1968. Designed to combat insurgency in South Vietnam the program dealt with the support and supply of Viet Cong Guerrilla's throughout South Vietnam's Hamlets, known to the Allies as the VCI (Viet Cong Infrastructure). Operating under the command of MACV (Military Assistance Command Vietnam, Special Forces) the assault on the VCI was localised giving Provincial Military the power to gather informatio, arrest and neutralize suspects. Although the South Vietnam Police were initially to operate the Phoenix Program, in was in large operated by Provincial Recon Units assigned to the Phoenix Program and no US or Allied Military Arm was not involved in the operation (Although both, some US NAVAL SEALS in the Mekong Delta and many ANZAC Military Officers refused to conduct operations under the Phoenix Program). The reality of the Phoenix Program was far more brutal. Hamlets and Villages would be surrounded, all men of fighting age were arrested or neutralized, families of suspected members of the VCI were interrorgated, interred or neutralized and whole hamlets destroyed. This patch was worn only by members of the Provincial Recon Units attached directly and under full time command to Operation Phoenix. This element were commanded indirectly by the CIA and were consider the most effective and brutal participants in the Operations. This unit, established before the Phoenix Program became official, been established in 1966, contained some 4,000 agressive (often anti-South Vietnamese) Montagnard Mercenaries formed into a separate Provincial Recon Unit. Variously known as Operation Phoenix, The Phoenix Program and The Phoenix Assassination Program, at the end of the Vietnam War the Viet Cong command was to note that the Phoenix Program was the damaging ongoing operation of the entire war and if continued would have left the North in a position wby they would have been forced to negotiate peace. As it stood, the Phoenix Program was to account for the deaths, through betrayal of the Famed F-100 Commandos based at Cu Chi and Saigon and the defection of thousands of VC to the Allied side. By the end of 1968 the Phoneix Program had gained the name, Phoenix Assassination Program. The ICE-X Program that had preceeded the Phoenix Program was an unoffical operation that garnished in almost 9 years of operation tens of thousands of Neutralized suspects and less than a thousand captured Prisoners. The Phoenix Program, an official Operation that was to run for over 4 years was to leave over 80,000 'Neutralized' Viet Cong Infrastructure suspects and was to result in the capture of more than 26,000 Prisoners Of War. Over half of the male population arrested under the Phoenix Program were to executed for treason by the South Vietnamese Military.
