September 15, 1914 EXCELLENT CONDITION DESCRIPTION : This is an Ordnance Department Pamphlet with the title: Regulations for the Care and Test of Smokeless Powder and other Explosive Materials in Store at Ordnance Establishments and in Service. It was published by the War Department, Office of the Chief of Ordnance, on March 8, 1902 and revised September 15, 1914. Signature block indicates William Crozier, Brigadier General, Chief of Ordnance, was approving official. In 1887, General Crozier had developed an interest in siege and coast defense guns that led to his invention, with General A.R. Buffington, of the Buffington-Crozier disappearing gun carriage, later adopted for coastal guns. Ordnance Pamphlets preceded Technical Manuals and #1888 provides guidance for testing and storage of several types of explosives at ordnance establishments including instructions for lots on hand in the Philippine Islands. This early 20th Century vintage Ordnance pamphlet is extremely rare and in excellent condition with an Ordnance Corps symbol on the front cover and a date stamp on the back cocver indicating it was received at New York Arsenal on July 17, 1917.
