This is a beautiful tea set made by the Poole Silver Co. This set is over 20 years old. It is heavy and I believe it is silver over copper. (not certain though) It is the Old English pattern. It comes complete with coffee pot and lid, tea pot and lid, sugar bowl and lid, and creamer. I recently cleaned it, but it does need a good polishing to make it as pretty as it can be.
