This is a farm animal, veterinarian, castration tool, compound action, 9" long, pliers marked "SKIAR U.S.A." on one side. A good usable pliers from around the mid-1900's, with some pitting noted, no rust, and a very good jaws, and pivot joints! The jaws are 2.2" wide, and the part the pinches together tightly is about 2" wide. It would appear these were used to hold thin stock of some kind, like sheet metal firmly in the jaws. The compound action will lock shut, and I put a piece of paper in the jaw while locked closed, and the paper was held tightly in place. I am not sure what caused the pitting in some areas on this tool, but the pitting is mostly on the handle section, and the some on the parts of the jaws that close together, but as I mentioned, the jaws are holding together firmly. This is a very heavy duty tool, very well made. I've not seen another one like it.
