is new Old Stock Tiffany Pen and pad set. I only made a small hole in the plastic to take the pen out and take pictures. It seems to contain paper and matching envelopes. Pen shows some tarnish on the Tiffany T and the other metal. Not sure if it is Silver or not. But the indication of tarnish could mean silver. Pen is Cobalt blue enamel and has made in Germany on it and I do not see any sterling marks. Pen refill is Tiffany Germany.
