" Text block tight and clean; the original boards and cracked and peeled as is the original spine label, small chip out of the outer edge of the rear board; the newer leather spine is undamaged. Seminal work on the establishment of the modern police force and theories for the proactive prevention of crime. Colquhoun (1745-1820) was a pioneer in criminal law reform, following in the footsteps of Henry and John Fielding whose work in mid-1700s London formed the foundation for Colquhoun's co-establishment of the first preventative police force in England, the Thames River Police, in 1798. This in turn formed the basis for Robert Peel's establishment
