This is a U.S.N MK-5 auto inflatible life preserver utility vest. It is in used but excellent condition. I dont know much about these vests, but guess that they would be used by deck crews. It was manufactured by Wirt inflatable Specialists and has a contract date of 1992. I dont see any size on it so it must be "one size fits all".
