Unusual Sculptured Windmill Plate Marked Delft Germany

This is a very unusual hand painted windmill china plate. The design, on a background of soft blue and clouds is very well done. The plate is pierced and is sculptured vs. standard round. It measures 9 inches in diameter at the widest point. It is labeled Delft but is also labeled made in Germany. I don't know the mark so if anyone knows more, please e-mail me. On the reverse it has a crown and crossed swords logo with the letters R C and SAVOY. In blue is the same logo inside an urn design in blue. It has the word DELFT and Germany. T is also a blue number 36. The plate was obtained at an estate sale so I don't know the story behind it. It is in great condition with no chips, cracks or crazing. It's just a very pretty hand painted plate in Delft blues showing windmills.
