This is an ideal project for the cine restorer.It is a Victor Cine Camera Model 3. It has one lense.A Dallmeyer Speed Anastigmat f 1.5 f=1" lense.When it is wound up it dose not run when pressing the release.I dont know what the problem is.In the case is a new main spring,so it may be this.It is rather heavy so shipping will be expensive.
