(not taking the Native Americans into account, of course) You'll recall, I'm sure, that the railroads gained large tracts of land from our government from both sides of the tracks which they, in turn, made a profit by selling back to the people who actually owned it (you & me). They also made money by delivering lifes nessecities over the only road available, their tracks. They didn't call them Robber Barons for nothing, ya know. This brochure concerns the governments rules & regulations pertaining to Homesteading on these railroad-owned lands. You could get a quarter section of land--160 Acres!!-- by just claiming that you lived there & putting up a hovel or a house within 5 years. Such a deal!
