This is an old collapsible, telescoping cup with folding handle in round leather case. It is hallmarked with an R inside a keystone where the handle folds. The top section has surface problems, but the rest is in much better condition. Not sure of the metal, possibly chrome with a gilt wash inside. Ask if you have any questions or need more pictures. .
