Vintage Dowling Dowel Maker/Hand Cutter Tool - NR

You are bidding on this Vintage Tool I am told is a Dowel Maker. This tool measures 17" long and appears to be in solid condition but as you can see, it has paint, dirt and lots of rust on it.
