This is a cast aluminum housing rotary phone by Western Electric Company for use by lineman on line repair. Excellent rotary with porcelain face. I really don't know what the piece is called. It has a 2 snap leather strap to fasten it to a workmans belt. It has 2 - 62" wires with attachment clamps at each end. Aluminum metal back shows some etching by something like acid but dosen't effect the phone in any way. One screw misssing in the backplate. Any questions please email me. Thanks for looking.
