In 1872 Joseph Shelley formed a partnership with James Wileman of Wileman & Co. who operated the Foley China Works. The Wileman & Co name was used for the firm for the next fifty years, and between 1890 and 1910 the words "The Foley" appeared above conjoined "WC" initials. Beginning in 1910 the Shelley family name in a shield appeared on wares, although the firm's official name was still Wileman & Co. The company's name was finally changed to Shelley in 1925.
