Seward, Secretary of State of the United States, have hereunto subscribed my name and caused the Seal of the Department of State to be affixed. Done at the City of Washington, this twenty sixth day of October A.D. 1865, and of the Independence of the United States of America the Ninetieth. William H. Seward. [the Seward signature is stamped]. The document has a vignette of spread winged eagle and shield at top, with red embossed Department of State seal and blue ribbon affixed at left. Couple of small archival tape repairs.
