japanese Menuki man Riding on a Dragon

My Great Uncle lived in Japan as government worker. Between 1950's and mid 1960's. He collected various menuki, fuchi kashira and Tobbaco pouch ornaments. I had sold a bunch before on ebay that i had a collector tell me about all of them details of period and meaning of it. I don't have any info on this piece. My other pieces did not appear to be really old or created by a "big name" I wouldn't rule out that this coud be a Tobbacco pouch ornament. Unfortunatley I do not know much about these kinds of things.

The piece is of a man Riding a Dragon. He is holding some sort of staff in one hand his other is resting on something near the dragon I cantmake out what it is. T is copper and/or gold inlay in the piece.
