Mint, excellent conditions. Full gum with usual gum skip. Kerr 249/6-11. 65 points. History of Local Overprinted Stamps of Manchuria (1945-47). The following are extracts from the famous Kerr catalogue introduction: Following the defeat and surrender of Japanese forces in the provinces of Manchuria at the end of World War II, both the nationalist and communist Chinese military forces moved in to fill the vacuum. In order to provide postage stamps reflecting the disappearance of Manchukuo as a political entity, provisional overprints were prepared by both forces for every locality and position, using local stocks of the Manchukuo stamps, or, in a few cases stamps of the Northeastern Provinces. This procedure was justified by the almost complete absence of Chinese stamps, the chaotic state of communications and the necessity for emergency action if the mails were to continue to function. While they were not specifically authorized by the central postal authorities, to the best of our knowledge, they were issued over such wide areas, and, despite the many forms of overprint and surcharge, with such basic uniformity, that they must have had the active support of officials in charge of the provincial postal systems.
