This is a boleadora, or bola, a primitive hunting weapon from Argentina or elsewhere in South America probably. It is made of three braided rawhide straps with a metal clad wooden ball attached to the end of each rope.
Overall length is 32 inches. The balls are almost 3 inches in diameter between the clad ends. This sort of thing was used as a primitive hunting weapon and is also more recently used in Latin American or Spanish dancing.
