Some lures can not be accurately valued since they do not exist in sufficient quantities to create a history of transactions which might establish a value scale. It should be remembered th at values are arbitrary, and true current market values can only be determined when someone is wi lling to pay the seller's price, or when the seller accepts the buyer's offer. Listed values, therefore, are based on what a lure should bring in an average market.
