An early penalty cover usage with an Isthmian Canal Commission/ Official Business corner card and postmarked with a Nov 1, 1904 Canal Zone Ancon cancel. The cover is addressed to Mr. John B. Hulse in New York City and was postmarked on reverse Nov 11, 1904 at New York, N.Y. This cover was opened a bit roughly at bottom causing tears including a three-quarter inch tear on the left edge. Also included is the one page letter on Isthmian Canal Zone/ Executive Office letterhead datelined: Ancon, October 29, 1904 and signed by Geo. W. Davis. Major-General George W. Davis was an original member of the Isthmian Canal Commission and, under executive orders by Pres. Theodore Roosevelt, established the Canal Zone Government on May 17, 1904. Later, Davis became the first Governor of the Canal Zone. This letter is in very fine condition. Major-General Davis is writing to John Hulse concerning a job inquiry. He references Hulse's employment with the Nicaragua Canal Company in 1893. The Nicaragua Canal Construction Co. began an early attempt to try to build a canal across Central America. When John B. Hulse died in 1941, his obituary stated that he was thought to be the last surviving employee of the Nicaragua Canal Construction Co.
