Very ornate with seal document from 1943 - Ensign commission into the US Navy (Russell Blalack); signed by Frank Knox, Secretary of the Navy and by President Franklin Roosevelt.Most of the time, the presidential signature was done by a secretary to the President; but still looks good! Frame is 19-1/2X24 Document shows some foxing at the bottom but no tears or rips. Personally, I'd have it reframed and matted with a wood frame. I can ship this via media rate (or other means if desired). Insurance suggested.
