Great interesting looking old tool ! I believe this was a type of shoe stretcher. Imprinted "NEW BALL & RING" and the date "PATD. OCT 30 - 17" . Retains nearly all of its original black paint. T are some worn spots w "hinge" is. Some speckles of surface rust showing thru - not detrimental, gives tool a nice aged look. Please email questions in a timely manner.
