Proper allocation of the limited air and naval support is just as important as deciding manpower assignments. Both sides have opportunities to make numerous decisions affecting the outcome of the campaign. For the Allied commander, deciding where and when to commit the small but powerful BEF in 1940 is a choice as difficult as that facing the Axis commander concerning his limited panzer forces in 1944.
