These are a pair of new in package 4" genuine metal constructed wire wheels with rubber tires designed for vintage model aircraft with radio control being their theme. Although the package isn't in the best of condition and the wheels may have been taken out of their package and reinstalled, the wheels themselves look to have never been used or mounted. Top Flite is the original manufacturer of these wheels, and are out of production, yet highly sought after especially by WWI enthusiast. I've collected a few pair of these and similar wire wheels over the years, and can move some on to a new home/plane.
