Clyde W. Tombaugh (1906-1997) American astronomer who discovered Pluto in 1930. Tombaugh also discovered countless asteroids and was active in researching UFO's. He has added an extra "note" on the signed cover that "I was there under the 200." Meaning, he was in attendance at the dedication in 1948 of Palomar Mountain Observatory. The cover is signed by Tombaugh and reads: "Clyde W. Tombaugh Discovered 9th planet Pluto, on 18 February 1930."
