It is porcelain and on the bottom is stamped Germany. T is also a blue smudge which might be a mark, but I don't know the mark and can't make it out. It measures a bit over 4 inches in diameter excluding the handle. Rim to handle edge measures 5 inches. It's in great condition, with no chips, cracks, crazing, etc. T are some stains on the bottom which can probably be removed with soaking. This is a lovely item for use or display. Insurance is included in shipping cost. Both are actual USPS costs, nothing added. I'm always happy to combine items for shipping, so check my other auctions.
