This is a Japanese 37X94R base fuzed common round. From what I have been able to find out the Japanese Navy captured a large number of the guns from Russia in the 1905 war. The Japanese Navy never made cases for these, only projos to reload the captured cases. This round has a Japanese projo & base fuze and an 1896 dated Russian case. The projo has a poorly stamped naval anchor on the rotating band and a Japanese navy inspection stamp below the band. It retains about 75% of the white paint with green tip. The base fuze is missing the internals but has the number 4829 stamped on it as does the base of the projo. A super rare round for the Japanese and/or 37mm collectors. Display item only that has been filled with a permanent inert substance or has otherwise been modified to prevent it's use as a weapon of any kind per ebay & BATF regulations.
